Pedro A. Ortiz passed the exam unlike some section chiefs in GSIS failed.

Chief bookkeeping – Sickly (Often Absent)
No one could submit Daily Report to Malacanang.
Pedro A. Ortiz was able to accomplish and was able to take this SEAT of Chief Bookkeeping by the Accountant.
Pedro A. Ortiz refused and subsequently called back the GSIS.
